this tank has been un processed for 30 years we have a tester that tests for voc no one specific compound and it was setting off the alarm and beeping at 788 ppm is this over the osha limit

1If the tester is beeping then yes it is over the safe limits. Can you dip the tank and get a sample? If it is high ph as you indicated then that is somewhat better than acidic. It should be easier to deal with. However, if that tank has been sitting for 30 years it should be considered hazardous. There is no way of telling what time has done to the chemicals in it.
